Pennsylvania Public Education Issues Survey

Conducted by the Pennsylvania Education Funding Advocacy Group
for 2006 Pennsylvania Primary Election Legislative Candidates

Name: Bill Ogden Candidate for: State Representative
Party: Republican District: 27 (Allegheny County)

1. What are the strengths and weaknesses of Pennsylvania's system of funding public education? What should the Pennsylvania Legislature do, if anything, to improve the system of funding public education? (75 words or less)

The strength is: Pennsylvania has PA homeowners property as collateral and citizens are forced to finance public education. The weakness is, since citizens are "Forced" to pay for every childs education-- they may be more willing to do so if they had "School Choice"-otherwise, our PA Socialist System is based on Taxation Without Fair Representation.

2. How should the Pennsylvania Legislature assist school districts to meet the requirements of Pennsylvania's regulations for academic standards and graduation requirements as well as the federal No Child Left Behind Act (NCLB) that expects every student to demonstrate proficiencies on state assessments in reading, math and science by 2014, and for all schools to demonstrate "adequate yearly progress" (required by NCLB) toward that goal? (75 words or less)

Give parents the, "Right to Choose". School Choice encourages success. Open up the borders and permit Taxpayers to send their sons and daughters to appropriate schools that excell from within PA.

3. How should the Pennsylvania Legislature assist school districts to close the academic achievement gaps that exist among groups of students in schools and school districts across the Commonwealth? (75 words or less)

Refer to #2 above.

4. What, if anything, should the Pennsylvania Legislature do to increase access for young children in Pennsylvania to high-quality pre-K programs and full-day kindergarten programs? (75 words or less)

Refer to #2 above.

5. What is your vision of the public education opportunity that should be available to every child in Pennsylvania and what will you do to accomplish that goal? (75 words or less)

Refer to #2. I am a small business owner. I compete in an open market...thus I try to be successful by going out of my way to help clients. (Customer service, lower prices, motivating atmosphere, personal pride). Competition inspires Success. Teachers are supposed to prepare students for the work-force---To compete and become successful. However, our public schools do not compete...they stay in business whether they produce successful students or not...our current Public School System is monoplistic...and needs to be reformed. Our teaching methodology must be updated instead of "One Size Fits All".

6. Is there anything else that you will do to strengthen Pennsylvania's public education system? (75 words or less)

It is imperative that there be much more dialog pertaining to Public Schools. The dialog must be respectful so leaders can find common ground for positive chang(es). It is obvious that there genuine concern and there needs to be reform...Otherwise, why would this survey be emailed out to so many people at one time?
