A delay in obtaining construction reimbursement payments from the state is causing financial difficulty for school districts, according to officials that planned for the funds, and a York County representative wants to remedy that.

School districts can seek partial reimbursement for construction projects through a process known as “PlanCon.” The state placed a moratorium on new construction projects entering the process about two years ago, Richard Fantauzzi, president of the Pennsylvania Association of School Business Officials, said at a news conference Thursday, but there were more than 350 projects already in the pipeline.

Many of those districts, with projects complete, have now been hung up at the stage of the process where reimbursement actually kicks in, after, officials say, they met state requirements and deadlines.
