For the past six years, Sheila Dow Ford has served as the Senior Vice President and Chief Counsel to the Pennsylvania Higher Education Assistance Agency (PHEAA), a full-service financial aid organization that manages $33 billion in total assets and serves four million students nationally. Prior to joining PHEAA, Ms. Dow Ford served as Chief Counsel to the New Jersey School Boards Association and as counsel to the Education Law Center, Inc. in Newark, New Jersey. She participated as plaintiff’s counsel in the Abbot v. Burke class action litigation that was successful in challenging, on state equal protection grounds, New Jersey’s school funding formula. Sheila lives in Harrisburg, PA, where she is an active member of a number of civic boards and committees, including the YWCA of Greater Harrisburg where she served as President of the Board. She is completing a three-year term as President of the Sylvan Heights Science Charter School in Harrisburg and is a trustee of the Harrisburg Academy, Lebanon Valley College, and Pinnacle Health Systems, Inc. Ms. Dow Ford holds a law degree from the University of Pennsylvania Law School, and a Bachelor’s degree from LaSalle University.
