Jane Carroll joined The Education Policy and Leadership Center on July 1, 2005, as a Senior Fellow on the Education Finance Project. Jane had worked in the Pennsylvania Department of Education for 20 years serving in a variety of positions in the area of school finance. Her professional experience includes work with funding issues for basic education, special education and libraries. She served as the Basic Education Subsidy Administrator for eight years, Director of the Bureau of Fiscal Administration for seven years and was appointed Acting Secretary of Education by Governor Ridge. Jane graduated from College Misericordia, Dallas, PA, with a Bachelor of Science Degree in Mathematics. She is the wife of the late Donald M. Carroll, Jr. and resides in Mechanicsburg near her children and grandchildren.
