HOUSE BILLS

House Bill 496 (Rep. Daryl Metcalfe)
Prohibits the Secretary of Education from sanctioning a superintendent "for administering in good faith" the directions of the school board.

House Bill 578 (Rep. Russell Fairchild)
Grants school boards a 30-day extension in crafting a budget when the state budget is passed later than June 15.

House Bill 833 (Rep. Stephen Maitland)
Provides for nonpartisan school board elections.

House Bill 1013 (Rep. Stephen Barrar)
Allows school board members to be paid up to $15,000 for their service. Compensation would be set by the school board prior to the member's term in service

House Bill 1856 (Rep. Thomas Scrimenti)
Allows individuals to circulate school board nomination petitions for parties outside their registered political party.

House Bill 2563 (Rep. Daryl Metcalfe)
Provides for an elected, rather than appointed, State Board of Education.

House Bill 2893 (Rep. Timothy Solobay)
Requires criminal background check for school board members and prohibits individuals convicted of certain crimes within the past five years from serving on school boards.

House Resolution 248 (Rep. Victor Lescovitz)
Directs the House Subcommittee on Basic Education to study the effects of consolidating Pennsylvania's 501 school districts into countywide or regional systems


SENATE BILLS

Senate Bill 82 (Sen. Harold Mowery)
Filling of School Director vacancies

Senate Bill 382 (Sen. Jane Orie)
Prohibits the Secretary of Education from sanctioning a superintendent who was acting in good faith on the actions of the school board.

Senate Bill 500 (Sen. James Rhoades)
Requires elected school board members to complete free training through the state Education Department and pass an examination as a prerequisite to taking office. School directors who fail the exam must resign or the district will lose a portion of its state funding. Non-elected individuals interested in school board training may pay to take the course and, upon passing the exam, earn a certificate that will qualify them for school board membership within the next five years.

Senate Bill 501 (Sen. Jeffrey Piccola)
Makes omnibus changes to the school code that include requiring performance evaluations for school administrators and teachers. The bill outlines corrective actions that may be taken for school personnel who do not receive satisfactory evaluations. The bill also requires professional development to be linked to areas of need identified by analysis of student assessment data. Finally, SB 501 establishes a merit pay grant program.

Senate Bill 502 (Sen. James Rhoades)
Changes the term of office for school board membership to six years.

Senate Bill 503 (Sen. James Rhoades)
Requires school districts identified for corrective action under No Child Left Behind to enter into an academic improvement program. Intermediate unit board of directors would be responsible for appointing academic improvement teams who would be responsible for creating an improvement plan for the district. SB 503 also requires PDE to provide technical assistance to improvement teams and provide professional development tailored to classroom practices to raise student performance in core content areas.

Senate Bill 878 (Sen. Joe Conti)
Prohibits cross-filing on election ballots for school board candidates, Philadelphia municipal and traffic court judges, justices of the peace and judges of common pleas court.

Senate Bill 1247 (Sen. John Rafferty)
Requires a two-thirds majority vote of school board members to increase the local tax millage rate.
