Act 67 of 2006 (Senate Bill 300)
Makes contributions to and some distributions from TAP 529 college savings plans exempt from state income tax.
Act 46 of 2005 (House Bill 628)
Makes omnibus changes to the state's school code, including
establishing a new formula for funding community colleges and
establishing annual reporting requirements for community colleges.
HOUSE BILLS
House Bill 184 (Rep. Jess Stairs)
Established the Pennsylvania Scholastic Achievement Award
through which qualifying high school seniors would receive
full tuition scholarships to attend a state university.
House Bill 194 (Rep. Robert Flick)
Requires the financing of dormitory sprinkler systems to
include costs associated with installation, such as modifying
water supply sources and plumbing needs.
House Bill 357 (Rep. Craig Dally)
Makes the children of sheriffs, deputy sheriffs, and
constables who are killed in the line of duty eligible for
college tuition waivers.

Keystone Scholars Award Act
House Bill 885 (Rep. Mike Veon)
Increases state reimbursements to community colleges and
establishes a Community College Capital Projects Fund.
House Bill 1072 (Rep. Neal Goodman)
Provides tuition refunds to qualifying Pennsylvania National
Guard members who are called to active duty subsequent to
being enrolled in an approved higher education institution.
House Bill 1074 (Rep. John Yudichak)
Extends tuition credits for higher education to the spouses of
Pennsylvania National Guard members killed during state or
federal active duty and expands the tuition credits already in
place for the children of these soldiers from 50% to 100%.
The credits are applicable to state colleges and universities.
House Bill 1079 (Rep. Ted Harhai)
Defers student loan payments to the Pennsylvania Higher
Education Assistance Agency for active duty members of the
Pennsylvania National Guard.
House Bill 1085 (Rep. Patrick Fleagle)
Extends eligibility for state higher education scholarships to
home education students.
House Bill 1259 (Rep. Thomas Tigue)
Extends the time period for receiving student assistance
grants beyond five years for Pennsylvania National Guard
members who serve active duty in a combat zone.
House Bill 1367 (Rep. Thomas Caltagirone)
Amends provisions related to community college funding to
qualify that the state shall fund one-third of a community
college's annual operating costs and student tuition shall be
one-third of the college's annual operating costs.
House Bill 1436 (Rep. Robert Flick)
Prohibits illegal aliens from receiving in-state tuition rates
at community colleges, state-related universities, and the
State System of Higher Education.
House Bill 1629 (Rep. David Steil)
Establishes an Education Tuition Waiver Program for the
spouses and dependent children of deceased and severely
wounded victims of the September 11, 2001, terrorist attacks.
Qualifying individuals would be eligible for up to four years
of study at a state community college, Penn College of
Technology, SSHE university, or state-related institution.
House Bill 1840 (Rep. John Pallone)
Requires the State System of Higher Education Board of
Governors to establish a different tuition rate for students
enrolling in SSHE institutions beginning in 2006-07 and
thereafter. Students enrolled prior to 2006-07 who continue
their enrollment through the 2006-07, 2007-08 or 2008-09
school year would not experience a tuition increase.
SENATE BILLS
Senate Bill 26 (Sen. Jack Wagner)
Establishes the Helping Our Pupils to Excellence (HOPE) in
Pennsylvania Scholarship Program.
Senate Bill 96 (Sen. Sean Logan)
Provides higher education assistance grants to volunteer
firefighters who agreed to serve in a volunteer capacity for
at least six years.
Senate Bill 142 (Sen. Edwin Erickson)
Outlines standards for determining course enrollment for the
purpose of reimbursing community colleges for-credit courses
and standards for reimbursing eligible non-credit courses.
Also, requires the Department of Education to audit community
colleges within one year after the completion of a school year
after which time the colleges may not be forced to forfeit
reimbursements. Finally, establishes a Community Colleges
Deferred Maintenance Fund within the State Treasury.

Senate Bill 358 (Sen. Robert Mellow)
Extends the period of eligibility for student assistance
grants for National Guard members who serve active duty in a
combat zone.

and Loan Forgiveness Act

Extends higher education tuition waivers provided to the
children of police officers, firefighters, correction
employees and National Guard Members who are killed in the
line of duty to the spouses of these individuals and to
spouses and children of sheriffs and deputy sheriffs who are
killed in the line of duty.
Senate Bill 542 (Sen. Michael O'Pake)
Extends higher education tuition waivers provided to the
children of police officers, firefighters, correction
employees and National Guard Members who are killed in the
line of duty to the spouses of these individuals.
