PENNSYLVANIA LEGISLATION
2005-2006 Legislative Session
House Bill 9 (Rep. Tom Stevenson)
Requires school boards to provide a written proposal to school
administrators for the administrators' compensation plan at
least 10 business days before voting on the proposal. Also,
requires that administrators have the opportunity to request,
in writing, to meet with the school board at least five
business days before the scheduled vote on the compensation
plan.
House Bill 1034 (Rep. Tom Stevenson)
School Leadership Recruitment Loan Forgiveness Program Act
House Bill 1036 (Rep. Tom Stevenson)
Creates an "enhanced-year service credit" toward retirement
for active or vested school administrators. Administrators
who have been employed for at least five years in a position
that requires a minimum 200 workdays or 1,500 hours per year
would receive a fractional increase for the purpose of
calculating an annuity.
House Bill 1404 (Rep. Curt Schroder)
Makes school district superintendents and assistant
superintendents "at-will" employees of the school board and
allows school boards to fire these administrators with or
without cause.
House Bill 1914 (Rep. Curt Schroder)
Allows school boards to remove the district superintendent,
assistant superintendent, and any of its officers, employees
or appointees with or without cause and without holding a
hearing. Current employees would be allowed to complete the
remainder of any contract they hold with the district and
would become at-will employees in the first contract renewal
following the effective date of HB 1914.
