Act 237 (House Bill 873)
Increases penalties for speeding in a school zone.
HOUSE BILLS
House Bill 271 (Rep. Louise Bishop)
Requires schools to teach violence prevention in every grade
from Kindergarten through grade twelve.
House Bill 646 (Rep. Dan Frankel)
Establishes the Prevention of Hate Activity Fund. Part of the
funds allocated to the Pennsylvania Human Relations Commission
would be used to provide technical assistance to school districts and
higher education institutions.
House Bill 856 (Rep. Kevin Blaum)
Requires school districts to report the date and type of training
provided to each school police officer to PDE's Office of Safe Schools
House Bill 857(Rep. Kevin Blaum)
Requires certain school police officers to undergo training.
House Bill 998 (Rep. Merle Phillips)
Requires schools to develop policies relating to harassment,
intimidation and bullying and requires PDE to develop a model policy. HB 998
also grants school employees, students and volunteers limited immunity for
failing to remedy incidents of harassment.
House Bill 1502 (Rep. Ed Wojnaroski)
Requires school districts to develop bullying and student intimidation prevention plans.
House Bills 1627 through 1631 were developed from an investigation into
violence in the Philadelphia School District, authorized by
House Resolution 165 of the 2001-2002
legislative session.

House Bill 1628 (Rep. Alan Butkovitz)
Grants the Philadelphia School Reform Commission sole authority for establishing
rules and procedures for student discipline

House Bill 1629 (Rep. William Keller)
Grants the Philadelphia School Reform Commission authority to
develop rules for temporarily placing a student in an alternative
education program if the student is charged with an act of violence,
a weapons offense, or use or sale of a controlled substance and is
released prior to the trial or hearing.

House Bill 1630 (Rep. George Kenney, Jr.)
Allows school districts to place transfer students in alternative
education if the student transfers during a period of expulsion for
an act of violence, weapons offense, or use or sale of a controlled
substance.

House Bill 1631 (Rep. Marie Lederer)
Allows school districts to place students in alternative
education if disciplinary proceedings have been initiated against
the student for an act of violence, weapons offense, or use
or sale of a controlled substance.
House Bill 2064 (Rep. Douglas Reichley)
Increases the penalties for simple assault and indecent
assault committed against children under 14 on school grounds,
in a school vehicle, or at a school function.
House Bill 2121 (Rep. Jeffrey Coy)
Doubles the fine for speeding in school zones.
House Bill 2178 (Rep. Gene DiGirolamo)
Requires school districts to adopt bullying prevention policies.
House Bill 2232 (Rep. William Gabig)
Requires school districts to develop student codes of conduct
that include at least three levels of infractions and detail penalties
for those infractions. Also, provides civil immunity for school
employees for actions taken to provide safety and supervision
of students. Additionally, requires school districts to work
with local law enforcement to develop procedures for handling
certain crimes that occur at school, at a school-sponsored event,
or on public transportation to a school-sponsored event.

Prohibits individuals from carrying a weapon within 1,500 feet of a school in the city of Philadelphia.

Defines firearm and weapon as they relate to possession of a weapon on school property
Senate Bill 556 (Sen. Stewart Greenleaf)
Allows school districts to seek damages from the parents of
students who willingfully damage or vandalize school property;
Grants public school employees immunity for actions taken in good
faith for safety and supervision; Requires schools to provide training
in restraining violent students; Requires the State Board to adopt drug
and alcohol policies and requires superintendents to report students
who violate these policies to local police; and Requires teachers
and students to receive conflict resolution training.

Schools Are For Education Pilot Program Act
Senate Bill 569 (Sen. Stewart Greenleaf)
Expands the duties of the Office of Safe Schools to include
programs that address substance abuse and requires schools to report
incidents of substance abuse or possession on school property.

Adds schools to the institutions covered by state hazing laws.
Senate Bill 1072 (Sen. Vincent Fumo)
Creates Firearm Free School Zones
