HOUSE BILLS

House Bill 13 (Rep. Katie True)
Requires all prospective public and private school employees (except those that have no direct contact with children) to undergo Pennsylvania State Police background checks for sexual offenses as a condition for obtaining employment. Additionally, requires all current school employees to undergo such background checks within one year. The legislation prohibits individuals who the PA State Police identify as sexual offenders or sexually violent predators from being employed in a public or private school, intermediate unit or area vocational-technical school. An individual responsible for school hiring who willfully fails to comply with these provisions may be fined up to $2,500.

House Bill 31 (Rep. Marie Lederer)
Allows school districts to place students an alternative education setting for up to 60 days if disciplinary proceedings have been initiated against the student for an act of violence, weapons offense, or use or sale of a controlled substance.

House Bill 178 (Rep. Gene DiGirolamo)
Encourages schools to adopt policies prohibiting harassment, bullying or intimidation and requires the Department of Education to develop a Clearinghouse of materials related to these problems.

House Bill 772 (Rep. Edward Wojnaroski)
Requires school districts to adopt bullying and student intimidation prevention plans.

House Bill 1406 (Rep. Gaynor Cawley)
Establishes a criminal offense for Internet publishers who refuse to remove material from their web sites that harasses, stalks, or threaten school officials.

House Bill 1518 (Rep. Louise Bishop)
Requires schools to offer instruction in violence prevention and to provide in-service training to teachers in violence prevention curriculum.

House Bill 1675 (Rep. Scott Petri)
Public School Emergency Numbering System Act

House Bill 1817 (Rep. William Keller)
Requires Philadelphia, Pittsburgh and school districts of the second class to develop and implement training programs for school police officers within five years.


SENATE BILLS

Senate Bill 71 (Sen. Stewart Greenleaf)
Requires all school entities to adopt policies related to bullying.

Senate Bill 212 (Sen. Stewart Greenleaf)
School Zone Safety Study Act

Senate Bill 336 (Sen. Stewart Greenleaf)
Expands the purview of the Office of Safe Schools to include drug and substance abuse.

Senate Bill 353 (Sen. Stewart Greenleaf)
Amends the Antihazing Law to apply to secondary schools as well as higher education institutions.

Senate Bill 354 (Sen. Stewart Greenleaf)
Schools Are For Education Pilot Program Act

Senate Bill 355 (Sen. Stewart Greenleaf)
Makes omnibus changes to the school code, including: Allows school districts to seek damages from the parents of students who willingfully damage school property; Grants public school employees immunity for actions taken in good faith for safety and supervision; Requires the State Board to adopt drug and alcohol policies and requires superintendents to report students who violate these policies to local police; Requires teachers and students to receive conflict resolution training; Allows superintendents to temporarily suspend students for disruption or violent acts that place the student or others in danger; Requires superintendents to review the records of transfer students and, if a student is currently being disciplined, to continue the terms of discipline imposed by the former district; Allows superintendents to place students who are adjudicated delinquent in alternative education; Requires school employees to report reasonable suspicions that a student or visitor is going to conduct a criminal act on school property or during a school-sponsored event.

Senate Bill 456 (Sen. Mary Jo White)
Allows school districts to hold disciplinary hearings for transfer students whose transfer is predicated on a student's alleged misconduct if a disciplinary hearing by the originating district has not concluded or if a period of suspension or expulsion has not yet been imposed by the originating district.

Senate Bill 516 (Sen. Vincent Fumo)
Pennsylvania Firearm-free School Zone Act
