PENNSYLVANIA LEGISLATION
2003-2004 Legislative Session
House Bill 40 (Rep. Carole Rubley)
Provides for a state takeover of special education. The Department
of Education would be responsible for
providing and paying for special education services for children with
disabilities. State funding for these services would be phased in
with 100% of the cost borne by the state in the 2007-08 school year.
School districts would remain responsible for providing for gifted students.

Requires bus aides to travel on school buses that transport
exceptional children and for aides and school bus drivers to be
trained in operating seating and restraint equipment for exceptional children.
