ENACTED LEGISLATION

Act 183 (House Bill 30)
Makes omnibus changes to the state's telecommunication law (Chapter 30). The legislation offers incentives for companies to speed-up delivery of high-speed Internet access to the entire state before the previously established 2015 target. The legislation also provides funding through grants funded by telephone company revenues for equipping and connecting public and private schools to broadband access and requires some companies to offer broadband access to schools at a minimum 30% discount.

Act 197 (House Bill 2262)
Requires school entities (including cyber charter schools) and public libraries to adopt acceptable-use Internet policies that prevent users from viewing or sending obscene or pornographic materials. School entities that do not submit acceptable-use policies to the state Department of Education for review or do not enforce such policies may have a portion of their state subsidy withheld.

Establishes the Public School Capital Projects and Technology Fund

House Bill 609 (Rep. Thaddeus Kirkland)
Establishes a grant program to provide school districts and charter schools with funds to train teachers to use and integrate technology in the classroom

Science Technology Partnership Act

House Bill 1642 (Rep. Jess Stairs)
Science Technology Partnership Act

House Bill 2386 (Rep. Michael Veon)
Establishes the Pennsylvania Education Technology Fund from which school districts would receive grants to support connection to a statewide telecommunications network. Allocates $50 million to the fund for FY 2004-05.

Accelerates broadband deployment in the Commonwealth.

Grants corporations tax credits for donating computers, scientific equipment, or labor services

Establishes the Pennsylvania Telecommunications Commission, the Bureau of Broadband Deployment, the Broadband Deployment and Telecommunications Fund, and more.
