Amends the “Taxpayer Relief Act” by deleting certain referendum exceptions

Act 3A (Senate Bill 1056)
Makes an appropriation from the Public School Employees’ Retirement Fund to provide for the expenses incurred by the Public School Employees’ Retirement Board.

Act 10A (House Bill 1727)
Appropriates $136.076 million to the University of Pittsburgh for FY 2011-12.

Act 11A (House Bill 1728)
Appropriates $ 139.917 million to Temple University for FY 2011-12.

Act12A (House Bill 1729)
Appropriates $28.137 million to the University of Pennsylvania (Veterinary Activities) for FY 2011-12. 

Act 13A (House Bill 1730)
Appropriates $11.163 million to Lincoln University for FY 2011-12

Act 14A (House Bill 1731)
Appropriates $ 272.431 million to Penn State University for FY 2011-12
