Institute for Community Leadership in Education

About the Program

The Institute for Community Leadership in Education is a unique and exciting program that began in the fall of 2000. The Institute is designed for current and emerging community leaders who want to increase their knowledge about important statewide and local education policy issues. The program provides every participant the opportunity to learn and to join a network of community leaders who are prepared to take action to influence important local and statewide education policies.

This six-session Leadership Development Program prepares:

  • Parent Leaders for Schools and Community

  • Educational Leaders

  • School Board Members

  • Business Partners for Education

  • Community Partners for Schools

  • Advocates for Children and Public Education

  • Legislative Staff


  • Sponsored by The Education Policy and Leadership Center with several local partners, the goals of the Institute are to:
    • Develop an informed cadre of citizens who can influence public policy on education issues.


    • Enhance the knowledge and skills of local education policymakers and potential school board candidates with a focus on quality decision-making.


    • Build community networks of support and advocacy for sound education policies and initiatives that strengthen families and enhance the growth and development of children.
    The Institute was first implemented in Pittsburgh in 2000, and two additional sites - Harrisburg and the Lehigh Valley began operation in the fall of 2001. Beginning in the fall of 2004, the ICLE will be offered in these and other locations in a new format that is designed to be flexible and accomodating to regional needs.


    ICLE Format and Curriculum:

    The ICLE program consists of six three-hour seminars that focus on key education policy issues. In most locations, the seminars will be scheduled from 6:00 p.m. to 9:15 p.m. on a Tuesday, Wednesday, or Thursday once every two weeks in either the fall semester (late September through early December) or the winter/spring semester (late January through early April). Schedules are established with regional partners according to local preferences.

    EPLC also will work with organizations to customize the program to provide seminars on a weekly basis or in a weekend format for specific audiences.

    Every participant in the Institute will enjoy several benefits from the experience:

    • Act 48 credit hours for qualified participants.

    Tuition and Participation Requirements:

    • Tuition for the six-session Institute is $299, which covers the costs of all seminars and materials.


    • Attendance at all six seminars is required in order to receive an ICLE graduation certificate.


    • Participants interested in individual seminars rather than the entire Institute may register for one or more seminars at a cost of $79 per session.


    • Tuition must be paid prior to the first session.


    • Applicants may pay their own tuition, although employers and community organizations are encouraged to provide sponsorships.


    • A limited number of partial scholarships may be available for individuals without employer or community sponsors.

    How to Apply:

    Applications are encouraged from a broad range of current or emerging community leaders that will include parents of school-age children, business and professional persons, educators, civic leaders, local elected officials, prospective school board candidates, and others. A commitment to community involvement concerning education and children's issues will be the common interest of those who join the program.
